the "28" wasn't built until 1957, from 1954 to1956 it was called a "357 highway patrolman" and was indeed marketed to the cheap cops who bought too many donuts to be able to afford a model 27/ "357 Magnum". :D
The 27 and 28 are the same for all purposes except the level of finish.

S&W did not assign model numbers until 1956 that why it it was called the Highway Patrolman and referred to as a Pre-28
Considering the sheer volume of info contained in the "Blue Book", Mr Fjestad has done a remarkable job, BUT, there are errors.

I may be picking nits, but:
the "PRE-28" existed from 1954-56 as the "357 highway patrolman". S&W did not use any model numbers prior to 1957. It is hard to have a model 28 when you don't have guns with a model number.
